Cwmni Cymunedol Cletwr is inviting tenders from suitably qualified building contractors for the construction of our new shop, cafe and community hub building on our site in Tre'r Ddol.
This project is mainly funded by the BIG Lottery, the Welsh Government Community Facilities Programme and the EU Rural Communities Development Fund.
This building will replace the existing building and services and will hopefully attract increased users and customers.
The project team are inviting tenders from Contractors with experience of collaborating with project teams on the successful delivery of similar projects.
The tender process will be run electronically on the Sell2Wales portal. Only bids submitted through the portal before the deadline will be accepted. Any questions or clarifications must also be raised via the secure messaging system as guided in the Sell2Wales notice. Any person or company that cannot communicate or submit through the Sell2Wales portal should get in touch with Cwmni Cymunedol Cletwr, via email email@example.com, to agree alternative procedures.
Criteria for selecting the Contractor The project is funded by several sources with strict requirements. A fundamental requirement is meeting a funding deadline of reaching £172k exc. VAT by mid March 2017.
The successful bidder will be selected following an evaluation of the submissions on a Funding explanation:quality:price ratio of 15:35:50.
Contractors failing to meet the required criteria will not be selected.
The scoring criteria set out how the tenders will be assessed. The tendering contractor submitting the lowest price will gain maximum points under the process. The ratio of lowest price divided by the contractor’s submitted price, multiplied by the maximum score will determine the tendering contractors priced score.
The Tenderer must demonstrate that their company has the financial resources and experience to carry out the project. Shortlisted/Sucessful tenderers will be asked to supply : - Evidence of the last 2 years audited accounts and turnover - A statement of profit and loss accounts - A statement of cashflow forcast for the year / bank letter outlining current cash and credit position - Alternative demonstration of financial status if trading for less than a year.
Other Key considerations The building is a timber-framed structure reaching high levels of performance. The tender documents ask for two options for the frame and insulation. The one is as shown on the drawings and the other being an engineered timber frame structure with Warmcell insulation. This is the preferred option if this can be achieved within budget and can be achieved in the timeframe available. There is provision in the tender summary breakdown for this to be included.
The existing shop and café will remain in use during the project being carried out. The quality of the response as to how the site can operate best, during the construction phase, will be carefully considered.
